Performance analysis of the cultural and creative industry: a network‐based approach

The cultural and creative industries (CCIs) in Taiwan have gradually contributed to the national economy under the impetus of government policies. We employ a two‐stage data envelopment analysis model with an additive efficiency decomposition approach to measure the profitability and marketability of 22 Taiwanese cultural and creative companies. Furthermore, we employ the network‐based ranking approach to identify benchmark inputs/outputs, and the strengths and weakness of each company. Our empirical results show that the profitability of the cultural and creative companies is better than their marketability. Companies in the industries of publishing, creative life, popular music, and cultural content averagely perform better than those in the other three types of CCIs in terms of profitability. Companies in the creative life industry are on average more efficient than those in the other five types of CCIs in terms of marketability. The profitability/marketability matrix of cultural and creative companies is also presented.     

Two‐agent scheduling on a single sequential and compatible batching machine

We study two‐agent scheduling on a single sequential and compatible batching machine in which jobs in each batch are processed sequentially and compatibility means that jobs of distinct agents can be processed in a common batch. A fixed setup time is required before each batch is started. Each agent seeks to optimize some scheduling criterion that depends on the completion times of its own jobs only. We consider several scheduling problems arising from different combinations of some regular scheduling criteria, including the maximum cost (embracing lateness and makespan as its special cases), the total completion time, and the (weighted) number of tardy jobs. Our goal is to find an optimal schedule that minimizes the objective value of one agent, subject to an upper bound on the objective value of the other agent. For each problem under consideration, we provide either a polynomial‐time or a pseudo‐polynomial‐time algorithm to solve it. We also devise a fully polynomial‐time approximation scheme when both agents’ scheduling criteria are the weighted number of tardy jobs.     

改进的导弹半实物仿真跟踪微分器设计

为了抑制三轴转台输出信号存在相位延迟和噪声对导弹半实物仿真系统性能的影响,研究并设计了一种改进的跟踪微分器进行相位补偿和滤波。基于传统跟踪微分器的工作原理,设计三轴转台输出信号跟踪的基本结构,分析其在输入信号存在噪声时,由于经过传统的跟踪微分器获取微分信号使得噪声强度放大,致使跟踪信号存在振荡的现象。在此基础上,提出一种将微分跟踪器产生的微分信号再串联一个跟踪微分器的相位超前补偿器设计方法,以滤除由于输入信号噪声引起的信号污染,进而消除输出信号的振荡问题。以某导弹半实物仿真系统三轴转台输出信号存在相位延迟和噪声的现象为算例,通过与超前校正方法对比研究,进行了系统仿真验证。仿真结果表明,改进相位超前补偿器能有效地提取姿态角速度信号,具有良好的滤波和相位超前补偿性能,进而证明了其在导弹半实物仿真试验应用的正确性和有效性。     

禁忌单亲遗传算法的某指挥控制舱协同任务规划

指挥控制舱是武器系统中指挥控制的功能核心,通过多人协同交互完成指控任务。为提高人员协同效率和操控效率。建立了以完成所有任务的时间最短为目标函数的多人协同任务规划模型。在求解模型时,采用禁忌单亲遗传混合优化算法,通过无性繁殖的方法,减少了在子代中产生无效染色体的情况,提升了算法的效率,通过禁忌算法有效避免陷入局部极小值。通过实例分析,算法使总任务执行时间减少了12豫。本模型以及求解算法在解决指挥控制舱多人协同任务规划时具有可行性,对指挥控制舱任务流程设计具有一定参考价值。     

Performances of the defense industrial base in France: the role of small and medium enterprises

This paper employs an economic and statistical approach to get an overview of the defense industrial base (DIB) in France. It allows us to identify its main characteristics and to measure the role of small and medium enterprises (SMEs). An original data-set was built, thanks to the information from the Ministry of Defense (MOD), the French Customs Central and National Administration, the Organization for Joint Armament Cooperation (OCCAR), the North Atlantic Treaty Organization (NATO), and all the most relevant organizations specialized in the development, production or maintenance, repair, and overhaul of military goods in France. Overall, the DIB turns out as being composed of about 1800 enterprises in France (subcontractors included), of which three-third are SMEs. Along with high market concentration ratios, these enterprises are characterized by a significant military/civil duality, high labor productivity rates, and intensity in Research and Development.     

The African Standby Force: The African Union’s tool for the maintenance of peace and security

Declared operationally ready in 2016, the African Standby Force (ASF) has not been deployed in its originally designed form. This is not for the lack of opportunities but rather a demonstration of the power of the Regional Economic Communities/Regional Mechanisms (RECs/RMs) – Africa’s sub-regional security structures – over matters of peace and security. Experience gathered from its short existence suggests that the ASF may never be deployed in its current form. It may instead evolve into a robust framework, adaptable mainly by the RECs/RMs, for addressing varied security challenges. Four things are critical to enhancing the utility of the ASF: the political willingness of the RECs/RMs, the strategic interest of the member states, predictable and sustainable financing, and clarity on the role of the African Capability for Immediate Response to Crisis, the temporary battlegroup that was created to provide the African Union with a rapid response capability, pending the ASF’s operationalization.     

新体制下集团军信息化建设的现状分析与对策建议

在建设世界一流军队征程中,陆军正面临着一场革故鼎新的变革。文章深入分析了集团军信息化建设中存在的官兵科技素质不高、基础设施不牢靠和指控系统不统一等问题,总结出了一是要积极参与上级信息化建设总体设计,提出操作性很强的建设具体需求;二是要依据上级的"规划图"制定好本级的"施工图",把职责范围内的各项工作落细落实;三是要扎实抓好官兵学习训练,努力提升官兵的综合科技素养等对策建议。     

军队应尽快实现“三个转变”

现代科学技术的广泛军事应用,一方面引起了作战方式方法和手段的深刻变化,另一方面则对军人素质和军事教育训练提出了新的更高要求。我们必须着眼习主席提出的"能打仗、打胜仗"强军目标,尽快实现"三个转变",即士兵要由"娇弱型"向"强悍型"转变,军官要由"管理型"向"指挥型"转变,部队要由"生活型"向"打仗型"转变。     

Original Sword Designs,Now in the Metropolitan Museum of Art,New York,Entered in Competition to Make Admiral Seymour’s City of London Sword of Honour in 1882

This paper examines two rare original Sword Designs, which have recently come to light, patterns said to be the two sides of the Sword of Honour awarded with the Freedom of the City of London to Admiral Seymour, Baron Alcester, Commander-in-Chief HM Ships and Vessels Mediterranean, for the Egyptian Campaign in 1882. The paper places the designs in their historical and iconographical context and assesses, by examining various evidence, if the patterns are, in fact, the original designs of the sword actually presented to Seymour at the Guildhall in 1883.
